New article by CCP co-director explores executive power in times of pandemic

Tom GinsburgIn a new paper, CCP co-director Tom Ginsburg and University of Virginia Professor Mila Versteeg explore checks and balances in times of pandemic, arguing that the pandemic response should modify our understanding about the exercise of emergency powers. The authors find that “in an emergency in which there is a whole range of possible responses, multiple institutions are likely to generate a response that reflects local preferences, is non-discriminatory and that is temporally limited than would an executive acting alone.” Learn more or read the full article here.
