Undocumented minor allowed to leave detention, get abortion. On Tuesday, an en banc sitting of the United States Court of Appeals for the D.C. Circuit held (full opinion) that, by preventing an undocumented minor from leaving detention to obtain an abortion, the Department of Health and Human Services created an undue burden on her constitutional right to an abortion. The ruling reinstated an earlier District Court judgment and vacated a panel opinion by the Circuit Court, and the minor received an abortion on Wednesday.

Italian regions seek greater autonomy. On Sunday, the wealthy Italian regions of Lombardy and Veneto (home to Milan and Venice, respectively) overwhelmingly voted for greater autonomy in non-binding referendums. The regions want to decrease their tax contributions to the central government and increase their power to manage immigration, though the President of Lombardy stated that they are not seeking full independence.
