Armenian National Assembly approves amendments to constitution. With a 103 to 10 vote, Armenia's National Assembly has approved a package of constitutional reforms which would shift the government from a semi-presidential system to a parliamentary system and would significantly reduce the powers of the president. The amendments will now go to President Serzh Sargsyan, who is expected to initiate a referendum in December.

Supreme Court of Rwanda clears way for lifting of presidential term limits. Last Thursday, the Supreme Court of Rwanda dismissed a lawsuit that challenged the pending constitutional amendments on presidential term limits, ruling that the petition had "no legal basis." The decision clears the way for incumbent president Paul Kagame to run for a third consecutive term, but the political opposition has vowed to continue fighting Kagame's plan.
