Ethiopia declares state of emergency. Following months of deadly protests against ethnic marginalization, youth unemployment, and corruption, the Ethiopian government declared a state of emergency on Sunday. The government emphasized the need to protect property but has yet to indicate how it will substantively address protesters’ demands; officials from the United States and Germany have called on the government to respect citizens’ rights and respond to protesters’ grievances.

Singapore tables constitutional amendments. On Monday, Singapore’s Deputy Prime Minister Teo Chee Hean tabled a set of constitutional amendments in parliament, and legislators are expected to debate the proposals in November. The amendments currently include, among other things, a provision to guarantee multiracial representation in the presidency and greater powers for the presidential advisory body.
