German court rules teachers cannot strike. On Tuesday, the Constitutional Court of Germany upheld a regulation that prevents civil servants, and therefore most teachers, from striking. A group of teachers unsuccessfully argued that the ban on striking violates the Basic Law’s guarantee of free association.

Hungarian PM hints at major constitutional amendments. On Friday, Hungarian Prime Minister Viktor Orban floated the idea of amending the country's constitution to protect Hungary from interference by the European Union. The Orban administration has cited the German Constitutional Court, which has asserted the supremacy of some “core values" over EU decrees — a position that Germany has never acted on.
