Mali again delays constitutional vote. On Wednesday, the Malian government again delayed a constitutional referendum after thousands protested the planned vote last weekend. The planned referendum would ask voters to recognize the Tuareg’s ethnic homeland, establish five new administrative regions, create a Senate with one-third of the seats appointed by the president, and give the president the power to appoint the head of the Constitutional Court.

Georgian Constitutional Court rules on marijuana, gay blood donation. Last week, the Constitutional Court of Georgia decriminalized possession of small amounts of marijuana, an act which was previously punishable by imprisonment. The court also lifted a ban that prevented gay men from donating blood, finding that the ban violated the constitution’s guarantee of equality regardless of sexual differences.
