Senegal president seeks constitutional amendments on term limits. Senegal's President Macky Sall plans to propose a package of constitutional reforms that would reduce the presidential tenure from seven to five years while disallowing more than two consecutive terms. While several other African countries have extended presidential term limits in recent years, Sall's endeavor would fulfill his 2012 election promise to curtail the power of individual leaders.
Emergency decree ruled constitutional in Venezuela. On Wednesday, Venezuela's Supreme Court ruled that President Nicolas Maduro's economic emergency declaration, which if approved by the legislature would allow Maduro to rule by decree on economic issues for at least 60 days, conforms with the country's constitution. Maduro, who controls the Supreme Court, has been criticized for both his economic policies and his attempts to disable the opposition-led legislature.
Formation of unity government stalled in South Sudan. South Sudan's politicians have issued competing ultimatums over how to interpret the August peace agreement, which has halted the formation of a unity government. Opposition forces disagree with President Salva Kiir's recent decision to establish 28 new states and appoint all new governors, which they claim violates the principles of the peace agreement.
